British Broadcasting Corporation Gaza Documentary Ruled a 'Major' Infringement of Media Regulations, Declares Broadcasting Watchdog

The public service broadcaster committed a "significant breach" of media regulations by omitting to mention that the narrator of a documentary about Gaza was the son of a Hamas official, according to regulatory body Ofcom.

An inquiry by the broadcasting watchdog into Gaza: How to Survive a Warzone has determined that the programme was "substantially inaccurate".

The head of the BBC had earlier expressed regret, noting there had been "a major oversight in relation to factual correctness".

The regulator has instructed the corporation to broadcast a peak-time declaration about its conclusions.

"Given this constitutes a major infringement of our code, we are directing the corporation to transmit a statement of our conclusions against it on BBC Two at nine o'clock in the evening, with a timing to be determined," the regulator stated.

'Risk to Damage Trust'

The regulator's report said: "The inquiry we conducted concluded that the documentary's lack of disclosure that the narrator's parent served in a post in the Hamas-run administration was significantly deceptive.

"Consequently that the viewers did not have essential details which may have been very significant to their evaluation of the presenter and the content he presented.

"Credibility is at the core of the bond between a broadcaster and its audience, particularly for a state-funded media outlet such as the public broadcaster.

"This failing had the risk to undermine the very considerable amounts of confidence that audiences would have invested in a BBC factual programme about the Gaza conflict."

The documentary was pulled from iPlayer in last February after the narrator's personal associations were revealed, and in the month of July an internal BBC review concluded it infringed the broadcaster's content policies on truthfulness.

A corporation official commented: "The regulator's decision is in agreement with the results of the corporation's inquiry, that there was a significant failing in the programme in relation to the broadcaster's journalistic policies on accuracy, which aligns with Rule 2.2 of Ofcom's Broadcasting Code.

"We have apologised for this and we comply with Ofcom's decision in complete. We will follow the sanction as soon as the schedule and wording are determined."
