The assault caused the partial shutdown of the CTA tunnel and the T3 parking area.

An additional two individuals are now in custody related to a theft at London's Heathrow Airport in which 21 people sustained injuries by what is thought to be pepper spray, according to law enforcement.

A 24-year-old man, was taken into custody in Lambeth for suspected theft and assault and a 23-year-old woman was arrested for suspected conspiracy to commit robbery. They both are still being held, the force said.

The arrests follow a probe into an assault at the multi-storey car park at Heathrow's Terminal 3 on Sunday. Before the attack, two women had stolen from them their luggage after getting out of a car park lift.

A toddler aged three was one of the injured during the incident. Five people were taken to the hospital for treatment and were later released.

Officers detained a 31-year-old man on suspicion of theft and assault close to the location. He was subsequently released pending further inquiries while inquiries continue.

Police were called at approximately 8:10 in the morning GMT after reports came in regarding several individuals injured by an irritating chemical thought to be pepper spray.

The attack - which authorities stated was a standalone incident and not being treated as an act of terror - resulted in delays to rail services and the partial closure of the main airport tunnel and the T3 parking facility briefly.
